Starts at 2003, when regulations.gov launched. Earlier records exist but are only a handful of agencies who migrated their own legacy systems, so they are excluded. Coverage still ramps after that — 25 agencies by 2005, 50 by 2007, 100 by 2010 — so early years are thinner than they look.
